The National Committee may seek assistance from whomever it deems appropriate to accomplish its tasks, and the Committee holds a regular meeting twice a year upon the invitation of its Chairman.

The draft resolution stipulates that the crisis or disaster shall be managed by the governor of the region within the geographical scope of the governorate, and the competent minister shall also undertake the management of the specific crisis or disaster, in coordination with the head of the National Committee, and in accordance with the agreed upon plans. According to the draft resolution, the National Committee for Crisis and Disaster Management and Risk Reduction is responsible for activating the national institutional framework that is consistent with the requirements of the International Strategy for Disaster Risk Reduction, and to this end it may prepare national policies and frameworks for crisis and disaster management and risk reduction at the national level, as well as develop Mechanisms for integrating the reduction of risks associated with climate variability currently and its change in the future into the programs and plans for disaster risk reduction and climate change adaptation, and ensuring that the management of risks associated with natural disasters is taken into account in these programs and plans, in addition to preparing the necessary plans and programs to support the ability of ministries and governorates to raise their capabilities. To confront various crises and disasters, and review the plans and programs of the ministries, governorates, and bodies concerned with preparing response plans for crises and disasters, and provide assistance and advice in this regard, as well as preparing the general framework for the national plan for training in the field of crisis and disaster management, and reviewing and evaluating the training plans of the ministries and governorates in The field of crisis and disaster management and risk reduction, following up on the implementation of response plans to confront crises and disasters in the concerned authorities, following up and evaluating developments in the situation on an ongoing basis, and providing the required support to manage the crisis or disaster efficiently and effectively.

The National Committee for Crisis and Disaster Management and Risk Reduction is also responsible for implementing the tasks and duties of the National Forum for Disaster Risk Reduction in accordance with the priorities of the Hyogo Framework for Action and the Sendai Framework for Disaster Risk Reduction, as well as working as a national point of contact with international and regional bodies and organizations concerned with crisis management. disasters and risk reduction, as well as relief work, and expressing an opinion on joining, approving or ratifying international or regional agreements related to disaster reduction and management.

The General Secretariat for Crisis and Disaster Management Affairs in the Council of Ministers assumes the duties of the technical secretariat for: the National Committee for Crisis and Disaster Management and Risk Reduction, the Coordinating Committee for Crisis and Disaster Management, and the Scientific Advisory Committee for Reducing Crisis and Disaster Risks.

All ministries, governorates, agencies and concerned parties are committed to providing the technical secretariat of the National Committee for Crisis and Disaster Management and Risk Reduction with the name of its representative for membership in the National Committee, and to provide the requested data, implementation and follow-up of the plans and programs developed to confront crises and disasters and reduce their risks.

Each governorate is also committed to establishing a center for crisis and disaster management and risk reduction within the governorate’s organizational structure (emergency and public safety center – traditional operations room). This center is administratively directly affiliated with the governor, and technically affiliated with the Secretariat for Crisis and Disaster Management Affairs in the Council of Ministers.

The crisis and disaster management and risk reduction centers in the governorates adhere to the standards set by the Secretariat of Crisis and Disaster Management Affairs in the Council of Ministers.

All governorates are also committed to preparing an annual plan for field exercises on potential disasters in them, and submitting it to the technical secretariat of the National Committee and having it approved by the Coordinating Committee for Crisis and Disaster Management first.
